Rybar receives funding for contracted work from Russian defense industrial organization Rostec, which was sanctioned by the U.S. Department of the Treasury in June 2022. Russian state-owned corporation Rostec and its affiliated entities have attempted to circumvent sanctions by various means, including material acquisitions through proxy manufacturers and suppliers. Rybar relies on the connections and funding from Rostec to bolster Russia’s military capabilities and advance pro-Russian and anti-Western narratives.
